OKXICE files to trade tokenised US stocks 24/7 under SEC exemption
Updated: Oct 7
OKXICE LLC, the 50-50 joint venture between the crypto exchange OKX and Intercontinental Exchange (ICE), the owner of the New York Stock Exchange, notified the US Securities and Exchange Commission (SEC) on Sunday 4 October 2026 that it plans to run an OKXICE tokenised stock venue for round-the-clock trading of US-listed shares. The filing relies on the SEC's Innovation Exemption, issued on 17 September 2026, which lets qualifying venues trade tokenised versions of US exchange-listed shares.

What the OKXICE tokenised stock venue filing says
The venue would launch with more than 60 US-listed companies, reported as 63, including Apple and Nvidia. A tokenised share is a blockchain token that represents a share in a listed company. Trading would run 24 hours a day, seven days a week.
The filing starts a 30-day window in which each company can object to its shares being tokenised. Crypto Briefing reports that trading could therefore begin in early November 2026 at the earliest. CoinDesk reports that launch remains subject to that window and to further regulatory steps, and no launch date has been announced.
Under the exemption, tokenised shares must carry the same rights as the ordinary shares, including dividends and voting rights. Star Xu, founder and chief executive of OKX, said: "The future of markets is real ownership, onchain. Full shareholder rights are what make that possible."
How trading on X Layer would work
Crypto Briefing reports that trades would take place in permissioned pools on Uniswap v4, a decentralised trading protocol, deployed on X Layer, OKX's own blockchain. A pool is a shared reserve of tokens that sets prices by formula rather than by matching buyers and sellers one to one. Uniswap v4 allows custom code, called a hook, to be attached to a pool to add rules to how it behaves.
Access would be limited to users who have passed identity and anti-money laundering checks. They would receive a non-transferable token, known as a soulbound token, that proves they have been cleared to trade.
OKX already lists more than 70 tokenised tickers for customers outside the United States, according to CoinDesk. The proposed US venue differs because the tokens would carry shareholder rights.
Why the SEC Innovation Exemption test matters for UK issuers
Andrew Cuomo, the former New York governor and co-chair of OKXICE, called the filing "a truly global, 24/7 Wall Street". SEC officials had said they expected the first tokenised stock venues to file in the fourth quarter, as set out in an earlier report on the 30-day objection right.
For UK founders, investors and advisers the point is competitive. A venue owned in part by the parent of the New York Stock Exchange is testing whether tokenised listed shares can trade continuously on a public blockchain without losing voting and dividend rights. Kraken's parent company Payward has already extended its tokenised stock platform to UK equities, as covered in a report on its UK expansion.
The reports do not say whether UK investors could use the OKXICE venue, or whether any UK-listed shares would be added later. Those details, and how many companies object during the 30 days, will show how far the exemption changes access to US shares.
