City & Financial Global plans for 26 January 2027

TOK27 Tokenisation, Stablecoins and the Future of Global Markets is organised by City & Financial Global and is now in its fourth edition and has been described as the definitive global forum for digital asset infrastructure.

The theme for this 2027 edition is "The Digital Financial System: From Pilots to Full Implementation", which reflects a shift towards institutional scale and operational maturity. The day brings together senior policymakers, institutional investors and global financial leaders to examine how tokenisation is changing international capital markets.

The programme looks at the economic, regulatory and technological evolution of tokenisation, with a focus on scaling adoption across traditional and digital financial systems. A great selection of speakers come from the UK, Europe, the US, the Middle East and Asia, and you can find the full agenda on the organiser's website here.

Bank of England, FCA and Treasury in one place

The opening keynote, at 9:10am GMT, comes from the Rt Hon Lucy Rigby KC MP, Economic Secretary to the Treasury and City Minister, on the UK's digital financial roadmap from legislation to implementation. Chris Woolard CBE, the Wholesale Digital Markets Champion, follows with a keynote conversation on strategy for a tokenised capital market.

David Geale, Executive Director for Payments and Digital Finance at the FCA, joins Emmanuel Givanakis of the Financial Services Regulatory Authority at Abu Dhabi Global Market and Dr Eric Yip of the Securities and Futures Commission on a panel about the global rulebook for tokenised markets and stablecoins. The Bank of England's Sasha Mills gives an afternoon keynote on the regulation and use cases of systemic stablecoins, and the Bank's John Jackson joins the final panel, on the agentic economy.

The scheduled line up includes industry speakers like Nikhil Sharma, Director of Digital Assets at BlackRock, and Emma Lovett of J.P. Morgan on live tokenisation deals, Angus Fletcher of State Street and Kathleen Wrynn of Invesco on institutional infrastructure, and Yalini Isweran of DTCC, Ryan Hayward of Barclays, Previn Singh of Fidelity International and Kate Lowe of Euroclear on programmable settlement. The digital money panel includes Emma Landriault, who leads Kinexys Labs and JPM Coin at J.P. Morgan, and Sabih Behzad of Deutsche Bank.

Stablecoin regulation and live pilots set the backdrop to TOK27

The summit's theme is a claim about the market, and the coverage since the end of August, which provides a rough way to test it. A regulator or a large institution has acted on tokenisation or stablecoins in every week of that period, which is the cadence a pilots-to-implementation theme needs.

In the UK, the Bank of England gave ClearToken approval to settle tokenised FTSE 350 shares and gilts, HM Treasury named six lead managers for DIGIT, the UK's first digital gilt, and on 29 October the Bank opened a consultation on tokenised collateral at clearing houses. Responses to that consultation are due on 12 February 2027, just over two weeks after the summit.

Stablecoin regulation is moving on a similar clock. The US Office of the Comptroller of the Currency has set its final GENIUS Act rule, which starts the US stablecoin regime from 18 January 2027, eight days before delegates meet. The agenda carries a keynote on how that standard works in practice and a Bank of England keynote on systemic stablecoins.

Market activity shows both progress and its limits. Ondo and tZERO have hardly been out of the news, Uber said a treasury pilot with HSBC and Franklin Templeton, using tokenised deposits to buy tokenised money market fund shares, captured about 1.5 extra days of investment yield, and Standard Chartered has launched tokenised deposit services for corporate clients in Hong Kong. Against that, issuer objections to the OKXICE tokenised stock venue have reached 50, a reminder that new infrastructure still has to win the argument with the companies whose shares it would carry.

Many of these names are in the line-up. The Bank of England, the FCA, HM Treasury, BlackRock, J.P. Morgan, DTCC and State Street all appear, and Chris Woolard, whose taskforce on access to startup capital we have covered, is in conversation on strategy for a tokenised capital market.

For founders and investors, the interest here is an agenda that explores where tokenisation is and will continue to sit in relation to the widespread replumbing of the global financial system. The value is in hearing where settlement, custody, access and regulation are heading, because those decisions will shape when and where tokenised equity and secondary markets become operational and practical for UK startups. The FCA's PISCES work and tokenisation roadmap is also one of the routes to watch.
